 After several hours research I decided to buy the mode shifter and replace myself.
Not hard at all. Everything is modular and easy to work on.
This kit came with the tub seal.
Hardest part was getting the nut off (stuck)

The GE hydrowave mode shifter coil is a common failure.
I am not sure how long it was bad.
I used a magnet on the lid switch to watch the agitator during wash cycle and found the tub was turning.
The tub is not supposed to turn during wash cycle.
I replaced and now the clothes get clean :)
